Mission

RC53 adds a bounded cross-institutional comparison board. Before any comparison is produced, the engine imports the exact RC52 remedy-closure engine, exports the referenced RC52 evidence package, recomputes its package and result digests, executes RC52 package verification, and verifies the embedded RC51, RC49, and RC48 source-chain fields. The board then compares synthetic closure, continuation, monitoring, reopening, successor, appeal, residual-harm, and reliance records without treating any prior disposition as binding precedent or controlling authority.

The board does not select controlling law, establish jurisdiction, compel consistency, find unlawful discrimination, close or reopen an external proceeding, extinguish a claim, discharge a duty, transfer property, create debt, impose sanctions, compel an institution, enact law, or create sovereignty. Every public result is synthetic, ephemeral, non-persistent, non-operational, non-coercive, non-executing, non-binding, and terminal.

No aggregate legality, similarity, discrimination, precedent, or consistency score is calculated.

Exact upstream verification

Every run recomputes or verifies the RC52 package digest, RC52 result digest, embedded RC51 package and result digests, RC49 source-chain digest, RC48 source-chain digest, closure graph, terminal event, lineage, completion, residual-harm, restitution-remainder, restoration-remainder, monitoring, reopening, protected-boundary, terminal-state, and package-verification digests. Digest coherence proves deterministic package integrity only; it does not establish factual truth, enacted law, controlling authority, or external acceptance.

Comparison semantics

The board represents two synthetic RC52 candidate records while preserving their package identities and dispositions. Similarity, distinction, and divergence are independent records. Material similarity does not assert factual identity. An explained distinction is not a verified legal justification. Unexplained divergence is not an unlawful-discrimination finding. Reliance evidence does not create a vested legal right. Successor similarity does not establish legal succession.

Comparison and branch operations are non-mutating and non-executing. They do not alter parent history, choose a canonical successor, change an external status, or create binding precedent.

The no-JavaScript baseline renders all 28 evidence regions and the complete truth boundary. With JavaScript available, one tab panel is exposed at a time, arrow/Home/End keyboard navigation is enabled, and run, compare, branch, export, and verification actions use the bounded API.

It verified zero horizontal overflow, exactly one active primary navigation item, all 28 tabs through real pointer clicks on desktop, physical pointer reachability for primary controls, one active panel under JavaScript, a complete no-JavaScript truth baseline, visible focus, 44-pixel minimum controls, disabled/loading-state visibility, explicit dark-surface ownership, and zero browser-console errors.

Input and protected-memory boundary

The public API accepts only scenario, reviewing-authority, review-mode, and append-oriented-lineage selections. It rejects credentials, cookies, keys, customer content, protected Eviulon strategy, arbitrary URLs, uploads, raw HTML, real coordinates, target data, weapon or vehicle commands, force authorization, external execution instructions, operational tasking, classified material, direct transfer instructions, and unbounded records.

Protected Eviulon report memory is not loaded into public routes, APIs, OpenAPI examples, sitemaps, browser assets, screenshots, logs, or evidence packages.

Environment-qualified boundary

Repository-controlled evidence does not establish actual cPanel deployment, live Flask/MySQL/Passenger convergence, production-cache convergence, physical GPU/WebXR acceptance, qualified assistive-technology acceptance, complete browser/OS/device coverage, dynamic production security or privacy acceptance, measured production performance, legal approval, certification, procurement acceptance, or independent validation.
