Purpose

RC51 adds a bounded analytical board that verifies the exact RC49 conflict-and-remedy package, including its embedded RC48 source chain, before it analyzes a synthetic remedy commitment. The board keeps commitment identity, beneficiary continuity, obligor continuity, authority, jurisdiction, acknowledgment, actual performance, partial performance, refusal, inability, reliance, rights impact, duties impact, restitution, restoration, dispute, appeal, stay, successor continuity, review, and sovereign status independent.

The board does not execute a remedy. It creates no judgment, debt, asset transfer, sanction, jurisdiction, controlling law, real institutional obligation, enacted law, sovereignty, diplomatic recognition, treaty status, citizenship, personhood, or consciousness finding.

The representative headless-Chromium campaign checks 390×844, 1024×768, 1366×768, 1920×1080, 200% reflow, increased contrast, forced colors, and reduced motion. These checks are repository-controlled browser evidence, not actual-host or qualified assistive-technology acceptance.

Security boundary

The public API rejects credentials, cookies, keys, customer content, protected Eviulon strategy, URLs, uploads, raw HTML, real coordinates, target data, weapon or vehicle commands, force authorization, external execution instructions, operational tasking, classified material, and unbounded records. Protected Eviulon report memory is never loaded or exported by this board.

Preservation contract

RC51 preserves the RC50 Simulation Workbench structural gates: zero rail/timeline and rail/analysis overlap, physical pointer reachability, bounded scroll contexts, functional Guided/Explore/Expert modes, accessible navigation, semantic dark controls, and offscreen renderer suspension. The exact seventeen-case RC50 campaign was rerun against the RC51 source in isolated Chromium processes and passed 173/173 checks. It retained 0 px² maximum rail overlap, 21 physically tested primary controls, 15 real synchronized-tab activations, at most 2 deliberate major vertical scroll contexts, zero horizontal overflow, exactly one active primary navigation item, and offscreen renderer suspension or demand-driven behavior.

The RC51 board itself passed 267/267 actual-template browser checks across mobile, tablet landscape, desktop, wide desktop, 200% reflow, increased contrast, forced colors, and reduced motion. The browser campaign observed zero mobile horizontal overflow, no console errors, and exactly one active primary navigation item.

Environment-qualified boundary

This implementation record does not prove actual cPanel deployment, live Flask/MySQL/Passenger convergence, production-cache convergence, qualified assistive-technology acceptance, physical GPU/WebXR acceptance, complete browser/OS/device coverage, dynamic production security/privacy acceptance, measured production performance, legal approval, certification, procurement acceptance, or independent validation. RC51 therefore remains WIP.
